But every state has a parallel obligation, and an inspector working across borders needs to know the local name.
In Victoria, the Building Regulations 2018 Part 12 govern Essential Safety Measures and the Annual Essential Safety Measures Report (AESMR). In New South Wales, the Environmental Planning and Assessment Regulation 2021 requires Annual Fire Safety Statements (AFSS) lodged with the local council and NSW Fire + Rescue. In Queensland, the Building Fire Safety Regulation 2008 requires occupiers to maintain prescribed fire safety installations and maintain evacuation plans. In Western Australia, similar obligations sit under the Building Regulations 2012.
The common thread is AS 1851-2012, the routine service standard for fire protection systems. AS 1851 is referenced in most state regimes as the operative servicing benchmark. Sprinklers, hydrants, smoke detection, emergency lighting, exit signage and passive fire protection all have defined inspection frequencies.
Penalties for non-compliance vary. NSW AFSS late lodgement attracts daily fines under the EPA Regulation; Victoria prosecutes under the Building Regulations. For inspectors performing commercial due diligence, a current compliance statement is a standard request.
