The National Construction Code 2022 was published by the Australian Building Codes Board and adopted by states and territories on individual timetables through 2023 and 2024. NCC 2022 made several material changes that inspectors of newer homes need to understand: a higher energy efficiency baseline (7-star NatHERS for new dwellings), Livable Housing Design Silver as a mandatory inclusion for class 1a buildings, expanded condensation management provisions, and various other technical updates.

Volumes 1, 2, and 3
NCC Volume 1 covers all building classifications other than houses (Class 2-9). Volume 2 covers Class 1 (houses) and Class 10 (sheds, fences). Volume 3 covers plumbing and drainage. Inspectors should know which volume applies to their work.
Performance and deemed-to-satisfy
NCC sets Performance Requirements that must be met. Deemed-to-Satisfy (DTS) Provisions are one accepted way to meet them. Performance Solutions are an alternative path that requires explicit verification.
Energy efficiency raised to 7 stars
New residential dwellings must achieve a minimum 7-star NatHERS rating (was 6 stars). This affects insulation, glazing, building sealing, and orientation considerations.
Livable Housing Design Silver mandatory
Class 1a houses must include the Livable Housing Design Silver level features: level entry, doorway widths, accessible bathroom, reinforced wall blocking for future grab rails.

Condensation management evidence
NCC 2022 expanded vapour permeable membrane and ventilation requirements. Inspectors should look for compliant detailing in cool climate builds and note where it is missing.
Livable Housing inclusion documented
The required level entry, door widths, bathroom layout, and structural blocking must all be present and verifiable. Missing items are non-compliances.
Wind loads (cyclonic regions)
NCC 2022 updated wind resistance provisions. AS/NZS 1170.2 and AS 4055 are the underlying technical standards. Check tie-down detailing in Region C and D builds.

This typically means thicker insulation, better glazing, improved sealing, and more careful orientation.
What does Livable Housing Design Silver actually require?

Silver level features include: a step-free path to the dwelling entrance, a 850mm minimum clear doorway width to the entry, an accessible bathroom on the entry level (with a hobless shower or accessible shower recess), and reinforced wall blocking around the toilet and shower for future grab rails. These are the bare-minimum accessibility features for a class 1a house under NCC 2022.
How does NCC 2022 affect existing buildings?

NCC applies to new building work, not existing buildings as a whole. However, significant alterations or additions may trigger NCC compliance for the affected parts and sometimes for the path of travel. Building surveyors apply judgement on the scope of triggered compliance.
