HVAC plant, chillers, air handling units, controls, ductwork, fans, pumps, typically represents the single largest replacement cost over a 25-year hold and the most disruptive maintenance event.
The condition assessment should cover age, condition, capacity, and remaining useful life of each major item. Manufacturers typically state design life of 20 to 25 years for chillers and 15 to 20 years for AHUs, but actual service life depends on duty cycle, maintenance history, and operating environment. A well-maintained chiller can run productively beyond design life; a poorly maintained one can fail much earlier.
Cooling tower regulation is a focus area. AS/NZS 3666 covers air-handling and water systems, and Legionella control is a legal obligation in most states. Cooling towers must typically be registered with the state health department, with risk management plans and water sampling at specified frequencies. Non-compliance can lead to enforcement action and, in the event of an outbreak, criminal liability.
Controls obsolescence is the hidden capex trigger. Older building management systems that cannot be supported, integrated, or extended often force the replacement of functional plant simply because the controls cannot be maintained.
