New Build Handover Inspections: Your Pre-Handover Rights as an Owner
A handover inspection on a brand-new home is a different beast to a pre-purchase inspection, and your leverage to fix defects largely disappears once you take the keys.

This is your opportunity to walk the building with the builder, identify defects, and require them to be rectified before you make the final progress payment.
Owners can, and should, bring an independent building inspector to the PCI. The builder will not always welcome this, but you are entitled to do so. An experienced inspector will spot defects and non-compliances that an untrained eye misses, particularly in areas like the roof void, subfloor, and external structural connections.
Statutory home warranty periods apply post-handover under each state's home building legislation, but exercising warranty rights is harder than withholding final payment. The PCI is where you have leverage. Use it.
Document everything. A good handover inspection produces a written defect list with photographs and locations, organised by room and severity. The builder should sign off on rectification, ideally with target completion dates for each item.
If the builder refuses to allow an independent inspector at PCI, that is itself a red flag worth taking seriously.
